Board Meeting

Minutes

Call to Order: 

The meeting was called to order without a quorum present at 7:06 p.m.  The Board commenced the meeting with the Executive Director’s report.  A quorum was achieved at 7:10 p.m.

 

Executive Director’s report:  

Mr. Hill reported that in November the CVCBD received $49,958 in surtax revenue for a total of $430,000 received to date.  This figure is close to the projected revenue for this time of year.

The audit is complete; it will be reviewed with the Finance committee this month and with the Board in January.

Michael Churchill and Jennifer Harrison have been hired for the Clean Team.

The new website has been on line for two months. New features have been added including a business and contractor directory.  Soon a new calendar will be added that will notify Board members of meetings. There will also be Board resources available including the Open Meetings Act Manual and Roberts Rules of Order.

The Sanitation Team collected 5371 bags of trash and leaves in November; the typical bag count is half of that.  The increase is attributed to the leaf collection.  Bulk trash has been hovering around the same number for the last few months: 150. This can be attributed to the One Plus One program.  The City has been doing a better job of patrolling alleys thereby reducing the CVCBDMA bulk trash collection.

Three crime alerts were issued this month.  The Neighborhood Walkers program continues; there are 15 new walkers.  Two safety training programs have been conducted with two more to go.  Home and business safety will be the topics of the next two workshops.  The attendance at the programs so far has been low.  Salem Reiner and Mr. Hill have discussed presenting some of this information at community association meetings.


Agenda:  The agenda was approved by unanimous consent.

Minutes:  The minutes for the November Board meeting were approved by unanimous consent.

Committee reports

Governance Committee:

Jeff Millard reported that the amended bylaws have been sent to the Board of Estimates and are on the agenda for tomorrow, December 9, at 9:00 a.m. tomorrow.  Joan Floyd and Steve Gewirtz have filed protests.  The Council President, Stephanie Rawlings Blake, wanted to be briefed on this matter.  Therefore, David Hill, Jeff Millard, Ron Griffin and John McCauley met with two people from the City Solicitor’s Office, Bill Phelan, Kaliope Parthemos and Ms. Rawlings-Blake today, December 8.  City officials were receptive to the CVCBD responses. 

Executive Committee:  There was no report this month.

Finance committee:

Jeff Millard reported that he has seen the draft audit and it raises no concerns.  The current balance sheet shows total assets up $45,000 from last year.  Total liabilities are a little higher than at this time last year. On the income statement, the revenue is down a little bit at the end of the month vis-a-vis the budget; however, overall the CVCBD is tracking the budget relatively well.  Program costs are slightly below budget on insurance because of reduced premiums.  The facility expense is as close to what was budgeted.  Overhead for November is a little higher than budgeted because of website expenses and the need to purchase a couple of computers.  For the year, the CVCBDMA is ahead of the budget for overhead expenses.

Program Committee: 

Rob Books reviewed the Statement of Baseline Services for the Community.  Gary Letteron noted that in paragraph 7 we needed to add “and Recreation and Parks” to the list of city agencies that must be notified.  A motion to approve the agreement was approved by unanimous consent. There was no meeting this month and next month’s meeting will be cancelled.  Rob Books was thanked for all his work as chair of this committee.

Announcements:

Old Goucher Community Association met recently and elected new officers: Jason Pyeron is new Treasurer; Rob Book is the new Secretary. Bowen Nelson is still the president.  Jason Pyeron is working with others to revive the Old Goucher Business Association.

The Charles Village Civic Association is sponsoring the Snowflake House Tour on 12/20 from 12 to 4. Tickets are available on line and the Village Learning Place.  Volunteers are needed at the public places. 

Robin Truitt-Theodorson will be stepping down as the Abell Improvement Association’s representative on the Board after January 2010.
