BOARD MEETING

The meeting was called to order at 7:05 pm with a quorum present.

 

Approval of the Agenda:  A motion to approve the agenda was unanimously approved with the addition of the Executive Director’s report.

     

Approval of the Minutes:   A motion to approve the minutes of the March Board meeting subject to minor corrections being made was unanimously approved. 

 

Action Items

 

A motion to approve a resolution clarifying the appointment of officers at the March board meeting passed.

 

A motion to approve a resolution setting the surtax rate at $.12 per $100 of assessed property value for Fiscal Year 2009 passed.

 

A motion to approve a resolution recommending a budget for Fiscal Year 2009 passed.

 

A motion to amend the above-referenced resolution to set the surtax at a lower rate failed.

 

A motion to approve a resolution  recommending the proposed budget in the amount of $730,895 if it is legally determined that the 4% homestead tax credit cap does NOT apply, or alternatively, in the amount of $667,069 if it is legally determined that the cap does  apply,  passed.

 

A motion to accept the challenge grant of $15,000 for the purchase of a new truck from the Abell Foundation passed.

 

 

 

Executive Director’s Report

 

 Charles Village has been selected to be the first neighborhood profiled on a cable show called “Wake Up Baltimore.”

The Abell Foundation has granted the CVCBDMA a $15,000 challenge grant.  The CVCBDMA must raise $15,000.  The funds will be used to purchase a new flatbed truck.

The CVCBDMA in partnership with the Baltimore City Police, JHU and constituent neighborhoods has formed a “Neighborhood Walkers” program.  More details are contained in Mr. Hill’s report.

 

Committee reports

 

Finance Committee-

 

Derek Demaree referred everyone to the budget that was included with the materials for this meeting. 

 

Executive Committee-

 

Ron Griffin asked board members who had not submitted their evaluation of Mr. Hill’s performance to send them to him.

 

Governance Committee-

 

Jeff Millard reported that the last committee meeting concerned presentation of the by-law revisions.

 

 Safety and Sanitation-No report.  

 

Communications and Outreach-No report.

 

Public comment:  Salem Reiner, as a member of board of “Live Baltimore,” advised that constituent organizations of the CVCBDMA need to update our neighborhood info on the “Live Baltimore” website.

 

Announcements:

 

Derek Demaree-The Old Goucher House Tour is April 27.
